It's actually gsu websites that are down, not icollege specifically, turns out.

During phase 1, beginning in june 2025, icollege banner courses created in fall 2019 or earlier will be deleted by usg, with plans to conduct subsequent course deletions periodically of any courses that are more than 5 years old.
