There are clearly scams on craigslist, or legit places but with the caveat.
I recently moved to sf after contacting 24 different places, 3 were scams.
2 of those scams were from craigslist, i gave up on that site and used apartments. com, zillow. com, & ziprent.

Everything is more expensive on sf craigslist, which is nice when you're on the selling side, people don't mind paying 20 bucks for some junk.
Just take your time, the deals are still out.
