I thought no big deal i should be covered on their consumer buyer.

They need that delivery status to get funds released.
They send an empty box to a random address in the same zip and hope buyers don't pay attention.

Since you filed a dispute with paypal it may take longer to get your refund but they can ban the seller account so they don’t scam anyone else.
