The problem was in bot's replying message size:

It was bigger than 512 bytes.

What’s more, according to telegram, it is “useless and harmful” to know the exact limits.

It is useless because even if you knew the limits, you would still have to handle flood wait errors.

Considering telegram's bot documentation, currently the maximum amount of messages being sent by bots is limited to 30 messages/second for all ordinary messages and 20.

If you make too many requests to telegram, you might get flood_waited for a while.

To avoid these flood waits, you must calculate the flood wait rate.
