Can we still use this with the old 60fps static mods, i. e. , just use the main dynamicfps v1. 5. 4 file from this one and not the optional ones?

The way dynamic fps works is that the client will render at 15 fps, but if your target frame rate is set to 1 it will cancel rendering.
