It will always fill the silo, once the silo is full you have to pull from the barn/coop to make more space in the silo to be able to scythe more grass for hay.
The silo is a type of farm building purchasable from robin at the carpenter's shop.

When complete, it stores hay from grass cut on the farm.
Each silo can store up to 240 hay.
The current amount stored can be checked by interacting with it.
You only need to have a single silo near the farmhouse to check your current amount of hay, since right clicking any will show the total amount of hay stored added up for all silos.
So any extra silos can be built elsewhere in the farm where they are out of the way and don't use up necessary space.
I made my first mistake by building the coop with the chicken before i got a silo, so now i finally bought and i put it in the far left top corner.
However, whenever i try to collect the grass it does not fill up the silo and the little hay icon in the corner does not appear either.
I built a silo to help feed my chickens thru the winter, it's completely full.
But it doesn't seem like my chickens are eating out of it?
I keep having to buy hay for them.
You can't remove the hay straight from the silo;
Only from the coop/barn, and only when the feeding tray is empty.
