How do hooks spawn so close to each other?

Do they spawn randomly on map ?

There are many preset locations a hook can possibly spawn at.

Some locations always have a hook and some.

I do think hooks are a bit close, but mostly how much of a problem it is when two survivors get hooked like right next to each other.
