Risky ring means two dice rolls which means two chances to get a crit instead of 1 per attack.

Third i would say a fighter with great weapon master, polearm master, sentinel feats.
More chances to attack and hit with a higher chance to hit thanks to the ring.

The item just also comes with a negative effect.
Interestingly i think risky ring is “a conditional upgrade”:
This ring is completely insane and i kind of wish i didn't use it, but the power was too great.
Must be bonkers on crit fishing paladins and barbarians as well.
Can't edit the title, but i've been corrected that barbarians already get advantage with reckless attack.
The ring is dope on pretty much every other class that does attack rolls.
